Wigan Borough Clinical Commissioning Group is the statutory body responsible for commissioning local health services in Ashton, Leigh and Wigan.

The Governing Body must make sure that the CCG meets its responsibilities, fulfils its duties as required by the Health and Social Care Act (2012) and works within the framework of its constitution. It meets monthly (click here for dates and agendas).

The Governing Body is predominantly made up of clinicians and is led by our GP Chair, Dr Tim Dalton. Dr Dalton is still a working GP at Shakespeare Surgery in Wigan and, with our Chief Officer, Trish Anderson, makes sure that the CCG is always focused on the needs of the patients.

Meet our Governing Body

Dr Tim Dalton (Chair)

Dr Dalton is Chair of the CCG’s Governing Body.  He is a partner and a practising GP in one of the CCG’s local practices, Shakespeare Surgery which is a member of the Patient Focus Locality.  Dr Dalton’s vision for the CCG is to see it ensure that all our patients experience an improved quality of care delivered in a tangibly different way as near as practical to their home. 

Trish Anderson

Trish is the Chief Officer of the CCG.  She has worked in Wigan Borough for most of her career in roles covering both health and social care services.  This wealth and breadth of experience provides Trish with a holistic view of health and social care which is invaluable in taking forward the Integrated Care agenda.

Julie Southworth

Julie is Director of Quality and Safety for the CCG.  She previously worked as Director of Commissioning at Ashton, Leigh and Wigan Primary Care Trust.  Julie is committed to improving the quality of the healthcare that the people of the Borough receive and in driving through changes that create better outcomes. 

Mike Tate 

Mike is Chief Finance Officer for the CCG.  He is a member of the Chartered Society of Public Finance and Accountancy (CIPFA). He has worked in the NHS since 1983.  Mike believes that his role is important because it ensures that the CCG remains financially solvent, delivers value for money services to patients, while allowing the CCG to identify the required amount of investment to ensure patients within Wigan Borough receive the best quality services available.

Dr Ashok Atrey

Dr Atrey is the Clinical Lead for the Tyldesley, Astley, Boothstown and Atherton Locality and Chair of the Clinical Governance Committee.  He is a partner and practicing GP at Meadowview Practice in Atherton.  

Dr Tony Ellis

Dr Ellis is the Clinical Lead for Wigan Central Locality and the Chair of the Corporate Governance Committee.  He is a partner and practicing GP at Mesnes View Surgery in Wigan.

Dr Mohan Kumar

Dr Kumar is the Clinical Lead for the Patient Focus Locality and Chair of the Finance and Performance Committee.  He is a partner and practicing GP at the Dr Russell and Partners Practice in Wigan.  Dr Kumar chairs the Finance and Performance Committee. 

Dr Pete Marwick

Dr Marwick is the Clinical Lead for the North Wigan Locality and the Chair of the Service Design and Implementation Committee.  He is a partner and practicing GP at Beech Hill Medical Practice in Wigan.

Dr Sanjay Wahie

Dr Wahie is the Clinical Lead for the United League Collaborative Locality and the Clinical Lead for Medicines Management.  He is a practicing GP at Lower Ince Surgery.

Dr Gen Wong

Dr Wong is the Clinical Lead for the Atherleigh Locality.  He is a practicing GP at Old Henry Street Medical Centre.

Frank Costello (Deputy Chair)

Frank Costello is a Lay Member of the Governing Body, with particular responsibility for patient and public involvement.  He has enjoyed a long career in public sector leadership as the former Deputy Chief Executive of the Local Authority and Non - Executive Director of the Primary Care Trust.

Canon Maurice Smith CB

Canon Maurice Smith CB is a Lay Member on the Governing Body with a lead for audit, remuneration and conflicts of interest and Chair of the Audit Committee. He has a strong interest in education and was previously Head of Ofsted.  He continues to take an active role in education through his role as Director of Education at Church of England, Diocese of Manchester.

Dr Gary Cook

Dr Cook was formerly a consultant in Public Health Medicine and Clinical Epidemiology in Stockport.  He has both medical and legal qualifications.  He is a member of the Royal College of Physicians and Fellow of The Faculty of Public Health.

Catherine Jackson

Catherine Jackson is the Governing Body Lay Nurse for NHS Wigan Borough.
